Keynote Address: The Politics of Climate Change and its Effect on Mining Crucial evidence is being withheld from the public on the causes of climate change. Climate models amplify the temperature increase due to carbon dioxide by a factor of three due to alleged amplification by water vapor, yet the evidence collected by the mid-90s shows unequivocally that said amplification is not occurring. The track record of the climate models in predicting air and ocean temperatures is pitiful – the observed temperatures have risen much less fast than predicted. The new class of bureaucrats, academics, greenies, and others who avoid the market and prefer government control have steadfastly suppressed the failure of the CO2 theory, while pursuing greater control over the world’s economy in the name of regulating CO2 emissions. This class does not like mining or miners. Imagine a world where they regulate and tax mining everywhere in the world — the traditional strategy of the miners to move to a friendlier country would be lost, forever, with a consequent permanent fall in the status and conditions of miners everywhere. Keynote Address: Opportunities for Enhancing the Economic Impact of Africa’s Mining Sector As a development institution and investor IFC believes that mining can contribute to development. Today, in the midst of a sustained boom in prices and investments that are generating major benefits to countries throughout Africa, this is more apparent than ever. However, if mining is to deliver on its full potential as a development and poverty reducing force, there remain challenges that need to be met. Meeting these challenges are fundamental to companies acquiring a social license to operate and gaining access to finance. In Africa today, we see three particular challenges – communities, governance and infrastructure – these challenges are not under the full control of companies to manage but they can and should play a role in helping address them. In his speech Tom Butler will draw on IFC’s global experience in helping companies address all three of these areas from the perspective of an investor and a development institution.
